Key Accessibility Requirements
for Websites under the LBI

The LBI requires equal access to digital information and services for people with disabilities. For websites, accessibility is typically evaluated using WCAG principles, with WCAG Level AA commonly used as the practical benchmark.

Text Alternatives for Images

Meaningful images must include text alternatives so screen readers can convey information.

Keyboard Accessibility

All interactive elements must be usable with a keyboard without requiring a mouse.

Captions for Video Content

Prerecorded videos with audio must provide captions for users who cannot hear.

Sufficient Color Contrast

Text and interactive elements must meet minimum contrast ratios for readability.

Resizable Text

Text must be resizable up to 200% without loss of content or functionality.

Clear Headings and Labels

Headings and form labels must describe their purpose and structure content clearly.

Consistent Navigation

Navigation mechanisms must remain consistent across pages of the website.

Error Identification

Input errors must be clearly identified and described to help users correct them.

Language Identification

The default language of each page and language changes must be defined in code.

Assistive Technology Compatibility

Content must be robust enough to work with screen readers and similar tools.

LBI Website Accessibility in Brazil: Frequently Asked Questions

Answers to the most common questions about the LBI: who Article 63 covers, which standard applies in practice, and how to check your own site.

The LBI is Law No. 13.146 of 6 July 2015, also known as the Estatuto da Pessoa com Deficiência. It has applied since 2 January 2016 and gives concrete rights to people with disabilities in Brazil across work, health, education, transport and accessibility, based on the UN Convention on the Rights of Persons with Disabilities.
Yes. Article 63 makes accessibility mandatory on internet sites maintained by companies with headquarters or a commercial representation in Brazil and by government bodies, so that people with disabilities can reach the information available, in line with the best practices and accessibility guidelines adopted internationally. Article 63 §1 also requires sites to display an accessibility symbol prominently.
Article 63 points to internationally adopted accessibility practice rather than naming one document, so WCAG Level AA is the reference point used in practice. Since March 2025 Brazil also has its own technical standard: ABNT NBR 17225:2025 sets requirements for accessible web content and applications and maps onto WCAG 2.2 at levels A, AA and AAA. Public-sector sites additionally follow the e-MAG model maintained by the federal government.
Any company that maintains a website and has its headquarters or a commercial representation in Brazil, including foreign companies operating there, plus government bodies at federal, state and municipal level. What matters is who serves the Brazilian public, not where the site is hosted.
The duty itself has applied since 2 January 2016, and there is no separate grace date for websites. What is still missing is a regulation that fixes binding technical parameters and consequences — in 2026 the Ministério Público Federal filed a civil action asking the federal government to regulate Article 63 and present a transition plan for its own sites. Treat that gap as legal risk rather than as a reprieve.
Discrimination on grounds of disability is a criminal offence under Article 88, punishable by one to three years’ imprisonment and a fine, rising to two to five years when it happens through the media or any publication — in those cases a judge can also order the offending pages removed. On top of that, public civil actions, consumer claims and court orders can force remediation on a schedule set by a judge.
Start with an audit of the site against WCAG 2.2 AA and ABNT NBR 17225, fix what is broken in the code, add the accessibility symbol Article 63 §1 requires, publish an accessibility statement with a contact route that actually works, and keep checking after every release, because new content and new features reintroduce barriers.
allyWay adds accessibility features such as text resizing, contrast adjustment, text-to-speech, larger cursors, visible focus indicators and reduced motion, scans the site continuously and flags issues with remediation guidance, with human accessibility experts for findings that need judgement. It reduces workload and risk, but it is not a legal certificate: only an audit against WCAG 2.2 AA and NBR 17225 shows where a site actually stands.
